Why is this going to change anything? As the article points out, people burned by the Panama papers just moved their business elsewhere. This is probably just the tip of the iceberg. If you want to solve anything just crack down on the tax havens themselves. Plus, it's as if the Treasury is not aware of all these dealings. You can't move USD between any institution in this world without the US Treasury knowing about it...
