Good for Austria. From the article it seems they figured out a way to pay off rural voters (larger carbon dividend in areas with poor transit) and energy intensive industries (other tax cuts). I'd rather not see such provisions, but they're very pragmatic, and minor relative to the achievement. Copy round the world.
