Of course the damage was done by non-riders, these things are an absolute menace in the city. I feel like every time I go to Seattle now if I'm in a touristy area there are Lime scooters littering the sidewalks everywhere. I don't think vandalism is the answer, but I also think taking up public pedestrian space to store your rental scooters is also a form of vandalism.
