I ran into this yesterday with a CouchDB running on an Ubuntu 16.04.7 LTS Droplet.
I don't think this is an issue with the droplets though and updating to the latest release did not solve the problem.
In my case I could not connect to the CouchDB using the Chrome and Opera web browsers running on my Late `09 Mac Mini. I get an "SSL certificate has expired" alert for both the website and the CouchDB running on that server. Firefox, however, works fine with that Cert.
So I tested it on a new Raspberry Pi with both the Chrome and Firefox browsers and got the same result. Works in Firefox and not in Chrome.
I also tested it on my old iPhone 5s and Safari did not work but Firefox does.
I think this is related to what's described here just a couple days ago:
