Admittedly the article is light on the details, yet I'd presume the line has been created exclusively for Netflix, there is no info if there was an agreement between the parties. There is no reference to the Seoul District Court decision, either. "Internet"/data between major tube providers (ISP) is very different than paying cable company X for end user access.
