Not to take away from your point, but in Western Europe, trains running late is one of the favourite topics to complain about, next to weather. Move towards the east, and there's also dilapidated trains to talk about. I'm not going to judge whether the complaints are a reflection of some objective truth. It could be that the outliers are more visible.
