So, here's an incredibly annoying thing about the fiber situation in Japan. An apartment building can advertise that they have high speed fiber internet, if the fiber is run to the building. They don't actually have to provide high speed to the apartments within the building. My building was advertised this way, and my apartment has 30Mb ADSL, because that's how the complex was wired when it was built.
