I've had a good experience with using a passive heatsink case on my Pi 4s. It's not lightweight, but there's a lot of thermal mass and plenty of surface area for cooling.

I've got one sitting here driving some animations in chromium on a spare display, currently running with a load average of 1.1 (so not working flat out on all cores, but doing a moderate amount of work). CPU temp is 49C, and the case/heatsink is just pleasantly warm to the touch.
