OSM is the geographic database projects can build on. Graphhopper is a routing engine so it can offer rerouting and time estimation, the problem often is the (free) availability of live traffic data. I’m happily using https://www.magicearth.com https://www.magicearth.com which does offer both in a nice app, the map data is based on OpenStreetMap.
