A good lawyer, doctor, it consultant, … is probably on average a less safe driver than someone that has been through a training, despite earning more. If your worry is that the test drivers are tired because they need to work multiple jobs - mandate better pay. And from what I know from my doctor acquaintances, being tired from overwork is part of the job description.
