As an employer I've learned never to lowball candiadates. It just does not work long-term. People will sooner or later realize that they are being underpaid and will be unhappy and leave. And there is a signigicant cost of losing an employee. Of course, at the same time you want to stay away from people asking for crazy salaries. These are usually an opportunists and rarely a keepers.
