The only technical reason I can thing off is that the inside space needed for the usb C port is (considerably) bigger and they don't like it. But this is just a guess...
I would expect same as you that the move to only wireless would not happen soon, but this regulation could push them to do it a lot sooner. There is a 2yrs transition period mentioned in the regulation IIRC, so that sets the stage for iPhone 15/16 to be wireless, and they just stop selling others in EU.
