When Joe Manchin can no longer hold the Senate hostage and Dems have larger majorities ;) But to be less flippant it does look like we are pushing with our European counterparts to build a framework with provisions to punish trade with countries that do not reduce coal power. That pressure + China's public marketing to become the new hegemonic power seems to have moved the needle. China just announced they won't fund new coal development which is a positive step forward, just not the giant marathon miles forward we need immediately.
