I believe he was saying democracy was the best because history showed nothing had been better. What he was implying was that we should favour what worked (over something with no history). I agree with that but it sounds like an useless observation because we are forced to take chances with new ideas whether we like it or not anyway, the world is changing and we can't just do nothing to react.
