Care should probably be taken when externalizing the costs. For example, the noise of drones (something new) versus the noise of roads (something that already exists). The people who didn't order the coffee have to listen to the noise. One could argue that this is unfair. I'm not sure how the externalities work out in this case, but it might be something to keep an eye on.
