Had almost identical idea for startup about a year ago. I was thinking about it as a SaaS, but then I figured out there is not enough interest for such product. Idea was to run almost same set of checks as tab HTTP Observatory does using CLI I created: sailor. We decided to have it as CLI, for sake of simplicity of integrating it into CI & CD. After I decided we won't be trying to build a business around it, I removed SaaS dependency and open-sourced it.
