You can run terraform apply against a particular resource which will only provision that resource and its dependencies. tfstate files can be painful to manage, we had a lot of trouble with them at Capital One but mostly because: 1. People would modify state outside of TF which you should avoid. 2. People didn't architect their apps well which led to long lived infra. TF works best with cattle like infra. terraform import feels very much like an afterthought which is why projects like terraformer exist.
