Is that true? A quick search brings up http://theexpiredmeter.com/2009/04/parking-ticket-geek-arrestedalmost/ http://theexpiredmeter.com/2009/04/parking-ticket-geek-arres... , which suggests that, at the very least, it's legal in Chicago.
