Not yet. All codex is is a probabilistic english to $PROGRAMMING_LANGUAGE compiler.
Compilers (Fortran) where also first sometimes marketed as “automatic programmers”.
Programming still requires more abstract thought than talking to a smart speaker. Automating it requires artifical general intelligence, albeit not necessarily at human level but perhaps below it with human level domain specific knowledge in programming.
