I think it comes down to if the company views your job as a cost center or a profit center. Software developers at software companies/tech companies generate profits, so they are treated as such. Software developers at more "traditional" businesses (retail, industry, manufacturing, etc) are often seen as an expense and something that should be treated like any other expense - try to minimize it.
