I have doubts this will be as game changing as the article promises. It basically looks like the system currently in use in Germany, and Germany still suffers from the problem, where a LOT of the "recycling" is actually burning the stuff to generate energy.
Official recycling quotas in Europe are, to my knowledge, still calculated immediately after collecting the stuff, so all plastic exports, or all plastics which go into the recycling process but are later deemed unrecyclable, are calculated as recycling while they probably will just be burned abroad, too.
If you want to increase recycling rates, you have to make sure your packaging is actually recyclable and have to make producers pay more for badly recyclable materials. Too much plastic is simply not recyclable at all in an economic way.
