If blocking people is the problem, could you not take unlimited PTO in sub-week increments? Plus maybe a couple actual vacations a year near the holidays when people are all blocking each other anyway. Seems like the perfect intersection of policy and need, if you would like to work fewer hours a day or fewer days a week. (Which, ok, maybe isn’t for you.)
