That is true but also, if the previous management have gone and a new management really care, how long should they be judged by their predecessors. I think this issue comes up all the time with individuals either being negligent or just plain incompetent and then when it all screws up, they just blame the previous management and move onto another similar job in another company. At what point is the individual liable and what point is it "tough luck VW, you have to pay for that crook of a CEO you employed"
