My interpretation of their suggestion is that the third party apps are merely a UI wrapper built on top of Facebook that removes ads or enforced privacy, and that building such a wrapper is currently illegal. Such a wrapper wouldn't be subject to centralization since there's no network effects, the network effects still lie with Facebook.
