I would expect to see it struck down by a Supreme Court ruling. You cannot just declare speech a new drug to get around the first ammendment. An 18+ law may past constitutional muster however.

It's not about speech per se but more similar to gambling. Gambling is not banned for minors because they can't watch fruit icons and blinking lights.
