That's the old system. People would come in, live on site and be feed on site, work hard for 3 months (maybe moving sites as demand came and went) then leave and go back home. The 3 months of hard work and bad conditions was worth it because of the buying power the wages had comparatively back home. UK people simply wont put up with that because they have to use the wages in the UK.
