Unless you are an owner or lifer paying down tech debt is a waste of time. Two teams who are ranked by features added, the team churning and burning through the code base will get seen as heros and moved to a higher value project, the team paying down debt will end up maintaining the project and paying for the other teams efforts. By the time the company catches on the devs will have moved to another job and filled their resume with tales of successful projects.
It makes you feel good to pay it down but doesn't have long term rewards.

Inability to deliver because of the shit state of the code base they work with messes up the company value, at least for past companies. Another reason to share equity (make owner) and be super careful about contractors. For the current company, it puts my ability to deliver in jeopardy so I’d really like to sit these devs down. I think your premise is really that you want to work on the project from inception to V2 and GTFO before the problems show up, and I can’t disagree.
