From my own experience writing transformation tools on top of libtooling: you can make it work but the sweet spot between the time it takes to write the transformation code and just manually doing it makes it uneconomical for most use cases unless you have a gigantic code base and an error prone transformation that you have a better chance of getting correct when a computer can process the whole syntax tree. For 99% of cases, regex-replace is the better choice (as much fun as writing syntax tree transformations is).
