Technically only a worker can fail or succeed someone who does "nothing" is not even in the picture to be picked by fortune. Success through lottery makes this very clear, the person has to to first buy the ticket and then wait to be lucky. Ideally the question should be, "Is success just hard work or hard work and luck".
