The idea that distractions hurt productivity is not surprising but this doesn't sound like anything other than solution by committee. If something isn't working, create a team to sort it out. Sorry, but the team is already there. If your developers don't have the ears of a manager(s) who can sort out their woes then it is a disfunctional company and this idea just creates a tonne more expenditure and a team who will try to ensure that they appear to be worthwhile by producing metrics and charts.
