I can see how one could arrive at that cynical view but in the end it's not tenable. What's code poetry good for if nobody uses the result? Conversely, your product will eventually stop working if the code is a hot mess. It's always a trade-off and bad management (by whomever does the managing) can make some of the goals harder to achieve than they need to be.
