It appears that the Department of Justice was afraid those charged with environmental crime would testify about unapproved testing in settings where sloppiness with radiation is a crime. I recall that this all happened during an election campaign, and the major candidates didn’t want to appear anti-government, so they preferred not to talk about the coverup.
