I would like to see a cost-benefit analysis to determine whether or not this makes any financial sense at all... We know it can be done, but I feel it may be more beneficial to do direct thing like gas/fuel/etc taxes added up front of the CO2 producing event. Add $1 per liter to all fuels, ramping up 25 cents per year may well force the use of battery power, small engines, lower to speed and lower acceleration of a vehicle. We already see lower use of diesel in ships due to this.
