It’s no different than USA or China or Australia and many other countries. Agencies regularly do surveillance on the citizens of their own country. It’s just about public perceptions and some small outrage when people found out. The only danger in this is that if one lives in China they are aware of it, in many countries they are still under the illusion they are not surveilled.
In India given its size and meagre budget and a country struggling to feed its population (recently there is again an increase in poverty, hunger and decrease in GDP [0]) privacy isn’t viewed as important, even though in law it’s declared as fundamental.
Laws written in books are not important. How they are implemented on ground and what is done to correct the injustice is more important. In Indian context authorities can arrest anyone on flimsy charge and there are no repercussions for wrongful arrest or taking persons right to life and livelihood for authorities and persons responsible.
All this debates on surveillance will be put under the rug with a big hammer of national security soon.
