If it were me, I'd require software updates for devices with known vulnerabilities putting a typical user at risk. And software updates to allow for newer standards compatibility (eg TLS, WiFi protocols, API versions for apps) where typical users are likely to be impacted by not having the new version. I would start the 7 year countdown from the date that the device disappears from most shops (so exclude specialist eBay stores that allow enthusiasts to buy old devices).
