Honestly the best project management I've seen was a well maintained document listing high level projects, with named owners. Every week or two it got copied up and trimmed by the tech lead, and we would talk about it for 20-30 minutes. For junior people, we'd pair them with a more senior person to help break down work but other than that there was very little overhead.
