I think you're misinterpreting. It doesn't matter where the user is from at all. They are obligated to disclose certain things if they get a request from the Swiss authorities, but it certainly does not only apply to people living in Switzerland. It simply means that if, lets say the US, govt makes a request, they are not obligated to comply unless they are specifically requested by the Swiss authorities.
