You could counter this argument by saying that to minimize the problem is anti feminist. The term "rape capital" indeed sounds hyperbolic but maybe it will help

You could counter this argument by saying that to minimize the problem is anti feminist. The term "rape capital" indeed sounds hyperbolic but maybe it will help mobilize the people in charge there to do something about it.
