I know there is a case to be made as to whether lockdowns are effective, but as someone who is not trained in epidemiology, it seems like something that you can try that's well-intentioned and within your available set of tools. This would be especially true during the early phases of a pandemic, when you don't necessarily have great models for disease transmission, preventing more precise restrictions.
If the goal is to single out and persecute some specific opposition, this seems like an incredibly clunky and inefficient way to do so. Surely it's easier to tie them up ny having some proxies bury them in court actions or plant some drugs on them, than to throw the entire country into rictus. If nothing else, they're having to personally pay for the economic blowback of declaring a lockdown and all the inevitable egg-on-their-face moments when they themselves break it.
