Sadly, “privacy-preserving” surveillance is already a thing. After the Snowden revelations the NSA didn't stop collecting everyone's data, they just refined the legal justification. They claim that it isn't illegal surveillance if they don't look at the data.
So if you become a person of interest they get a warrant and then trawl through your digital life since forever.
