Seems to me the focus on "Files" is more of an excuse to discuss the broader data architecture of mobile devices, in particular how they store and make accessible private data to ML type applications. Not sure they are (or ever will be) the core issue preventing this future. Linux desktops are file based, in principle one could envisage intelligent open souce PIM applications that integrate all the personal data securely and privately, but nothing of the sort exists...
