Leaving aside the matter of privacy for a moment, there's the significant issue that not everyone has a mobile telephone. This seems like a big hole in the system (or it's using technology for its own sake). The fact that many do not have a mobile smartphone telephone (or often they've only a dumb/non-internet feature phone) and some have no internet connection at all is no exaggeration. This is borne out/demonstrated by the fact that next to stores' entry QR code signs there always a clipboard with a stack of forms that have been manually filled out by hand. Clearly, not only this is inefficient, but not owing a smartphone may prove an advantage to those who wish to beat the system/not play by the rules.

You either go to medical jail for 2 weeks or you install the app and it tracks you and demands random facial checks. Either way it’s not great.
