Carding is a non-issue in the EU, at least most places I'm aware of. Between PIN codes that are required everywhere and 2FA that's universal for direct payments on the Internet, there's just not much value there. Accounts with registered payment information are probably worth much more (Paypal). Losing a card isn't very stressful here.
