Technically, the state doesn't place restrictions on the kids, which is legally impossible, they place restrictions on the digital entertainment business where they are required to allow entry for kid for no longer than said duration.

- beaunative 5y agoKids can't be criminally punished/sued, not for things like these. Kids can be sued for damages to others which ultimately their parents/guardians would be required to pay which doesn't exist in this case. This is similar to how age restriction for alcohol is enforced in the US, interestingly, age restriction on alcohol consumption wasn't enforced in China, though made into law.
