E.g. the chance of having, in the same organization, PHP4 being used somewhere and at the same time, in a totally different team, the latest and greatest tensorflow ML with all the shiny new tools is quite high. By extension usage of morally doubtful data sources is also highly probable so an organization of this size must have explicit policies and frequent reminders they condone such activities to combat that.
