I 100% agree that the person in the car is only thinking of themselves and wants traffic time reduced.
But I don't think that is the goal of the people building the highways. They are thinking of how to maximize the economic output of a city + connect people to areas they currently have no access to. In your example it is a huge win for the city that new houses can be built in areas that have quick access to the highway and therefore the city. You (the incumbent) may not benefit but the number of people that now have a similarly nice experience to the people that already live close enough to the city to have access will increase.
