This is just politics. Given Delta and the number of breakthrough infections, if the EU was truly interested in reducing risk, its policy would recognize the fact that vaccination is no longer enough.
For comparison, I am an expat resident of Taiwan. I was fully vaccinated in the US. When I returned to Taiwan, I had to complete 14 days of quarantine in a government-approved quarantine hotel. In addition, I had to do 4 tests: a PCR test 3 days before my flight, a saliva PCR test upon arrival at the airport, a rapid antigen self-test 10 days into my quarantine and a (deep!) nasopharyngeal PCR test just prior to the end of quarantine.
Taiwan went over a year virtually COVID free before relaxed quarantine rules for air crew led to an outbreak. Thanks to its response and increased border controls, which reflect an understanding that vaccinated people can get and spread Delta, Taiwan is almost back to 0 COVID.
