Great I was actually thinking Kaohsiung. How is it for an English speaker ? I really just want some place quiet and cheap

  People are helpful in general and will try to talk with you, but their English will most likely be on a poor level. It's much easier to get around if you know at least a little Mandarin. Also, it's a total opposite of "some place quiet" :) All the major Taiwanese cities are very densely populated, busy and loud.
