We certainly need to do both - Simply stopping all carbon emissions tomorrow still locks us into historical carbon emissions that will have unpleasant effects on the global climate. Sucking carbon out of the air while also pumping it up there doesn't make too much sense unless the cost of carbon capture drops well below the cost of de-carbonizing.
