I fully understand you. The problem is that I, for example, drive typically alone (to work and back) and would be in the same category as those irresponsible drivers. It would be nice if one could somehow let those drivers know that there is a complaint. Maybe if more people participated in this and there would be critical mass of complaints someone like DMV would probably use the information. The idea behind my website is to help people get a rid of daily frustrations that can be dealt with. Simple stuff, noisy neighbour, guy in the office that makes annoying noises etc. How else are you going to tell them.
